Project Rationale
The Ministry of Agriculture, Environment and Fisheries (MAAP) in Mozambique, through the National Directorate of Health and Biosafety (DNSAB), is responsible for issuing phytosanitary licenses and certificates, and inspecting imported and exported plant products. Currently, the process is manual and paper-based, and requires physical visits to the authority’s offices. This project aims to digitise the process, offering an end-to-end paperless service for applicants and plant health inspectors.
Scope
The digitalisation project encompasses the development, implementation, and operationalisation of an electronic phytosanitary certification (e-Phyto) system. It will involve collaboration with key stakeholders, including farmers, exporters, importers, regulatory authorities, and international trade bodies.
