Question

We have constructed a feedlot in the ASAL region of Kilifi with the intention of opening up the area in Kilifi to the business and to employ the people in the area.

We also wish to support the pastoralists in the area by buying their livestock. We have three phases of the business:

  1. To start operations on the feedlot by purchasing animals and creating the correct feed formula with grains for excellent growth
  2. To invest in an arbatoire and packing plant to sell the livestock after packaging
  3. To grow the investment to include the export potential.

Since Agriculture in particular livestock is included in your USAID-ERRA PARTNERSHIP OPPORTUNITY, we need to see if we would be considered for the same.

If successful at the concept stage, there will be co-creation phase where you will be paired with a technical expert to take you through the process, including responding to all the questions and clarifications.

Question

Our firm with its mission to elevate Africa’s logistics technology by implementing proven North American solutions, aligns well with the USAID Economic Recovery & Reform Activity (USAID-ERRA) program’s objectives for job creation in Kenya’s agribusiness export sectors. Here’s how the firm can contribute to the overarching goals of the USAID-ERRA initiative, particularly in enhancing Kenya’s trade and investment in agricultural sectors, increasing productivity and value addition in agricultural processing, and expanding access to new and existing markets.

  • Enhancing Trade and Investment: the firm expertise in logistics technology can significantly improve the efficiency and reliability of agricultural exports. Question

Under the eligibility requirements it is mentioned that the applicant needs to have a “Minimum of five years experience in the priority sectors as per the Call for Application in Kenya”. Does this mean the applicant/company needs to be registered at least 5 years ago?

  1. In case the applicant is a newly formed joint venture, but the shareholders have 5+ years of experience in the sector, can they be eligible to apply?
  2. Aquaculture mostly has domestic market potential in Kenya due to a large supply gap and domestic prices that are higher than export prices. However, aquaculture companies can contribute to significant job creation and import substitution. Can import substitution be considered as trade potential in this case?

Response

The company needs to have been in operation and registered in Kenya for at least 5 years and must have a minimum of 5 years of experience in the priority sector as per the APS and Call for Applications instructions. Additional information may be required at appropriate stage.

Yes. Import substitution and job creation are other important considerations.

Question

Does a debt term-sheet towards a greenfield agro-processing plant qualify as or towards the 50% matching funds requirements?

Would the experience of an existing institution/firm running the greenfield project under a new company or a different company, count towards the” organization capacity” score?

We have filled in the account creation page, but I am unable to register my account so that I can make the application on the site. May I please get assistance?

Response

Yes, the debt will count as part of own/firm contribution (50%) to the investment as long as the debt/loan was taken as part of the co-investment in the project and is part of the overall cost of investment to support activities within ERRA Call for Applications guidelines and instructions.

Yes, the relation between the two entities would have to be reviewed at the due diligence phase. Applicants are advised to clear define roles of all parties in the event that the project is to be implemented by more than one entity.

Question

Our goal is to provide farmers with forecasts that are twice as accurate as global models, accompanied by crop-specific climate-smart advisories accessible through various channels such as SMS, WhatsApp, apps, or web portals. With a substantial reach of 2.7 million subscribers across nine West African markets and strategic partnerships with six leading Mobile Network Operators, we are keen on contributing to the program’s objectives, particularly in introducing innovative technologies for the agricultural sector. I’ve identified an exciting opportunity to expand our services into the Cotton Value Chain. We already have found potential partners interested in piloting our service, tailored to the specificities of cotton production. To move forward, I would appreciate clarification on the following points:

  1. Could such a project be considered eligible under the APS?
  2. Given our incorporation in Ghana, and while we provide services in Kenya, where we are not a registered business, is it possible for us to be the lead partner? Alternatively, would it be a requirement for our cotton producer partner to take on the lead role to be eligible?

Response

ERRA will fund eligible projects that are in line with ERRA objectives such as direct job creation, exports, investments, resilience against shocks, creativity, innovation, and additionality etc. Review both APS and Call for Application guidelines.

Would be happy to hear your guidelines on this and if possible, also arrange for a call and we can discuss your interest following the webinar held last year on digitizing the Tanzanian avocado value chain.

Response

The applicant MUST have 5 years operating experience in Kenya as per the requirements. As regards a call, this can be arranged after closure of the current window

Question

  • The co-financing model, is it only equated to monetary value, or if one has a commercial plot for development of the project or labour for the project, can it be counted in?
  • In the call, you talk of the textile industry, can banana fibers be counted in this category?
  • Lastly, do you provide a list of potential implementation partners or it’s up to the grant makers to look for their own?

Response
